The University System of Georgia studied the issue itself at all 31 of the state?s public colleges and universities and found it could be more efficient. ?We think we need to do some improvement. We need to work with some institutions, quite frankly,? said University Chancellor Hank Huckaby in an interview with Morris News Friday. read more ...

Spring Grove eliminated from Pa. legion baseball tourney

BOYERTOWN -- When Spring Grove's unforgettable American Legion baseball season came to an end on Saturday afternoon, the players took time to say goodbye.

The ones who won't return next season exchanged hugs and handshakes with the players who will return in 2014.

Together, they combined to make history this year with a pair of program firsts: a Region 4 championship and a berth in the state tournament.

The York County team continued its fine play at states, winning three of its first four games before bowing out of the double-elimination tournament with a 6-1 loss to Twin Valley on Saturday.

Twin Valley moved on to play Boyertown in the title game later in the afternoon while Spring Grove closed with a third-place finish in the eight-team event. Boyertown eventually won the state title with an 11-1 win over Twin Valley.

"I cant say enough about the way we played, and the run we had," said Spring Grove manager Matt Spangler, who announced his retirement as a manager after the game. "This one hurts, but to go out third in the state tournament is nothing to hang our heads about."

Spring Grove, which split two games on Friday, took the early lead in Saturday's contest by scoring a run in the bottom of the first inning.

Nick Spangler led off the inning with a single to right-center and moved to second when Dalton Hoiles beat out an infield single.

Following a force out on which Spangler took third, Trevor Troxel lifted a fly ball to left field which was deep enough to score Spangler.

That was it, though, offensively for Spring Grove. It managed just two hits the rest of the way against Twin Valley right-hander Tyler Sternat.

"He (Sternat) changed speeds and had us off balance," Matt Spangler said. "We had a lot of games this year where the bats go silent."

Spring Grove also received excellent pitching from its starter, Brandon Warner.

Warner worked the first seven innings and allowed two runs, but neither one was earned. The right-hander struck out one and walked two.

"I didn't try to overpower guys, I tried to hit spots and keep them off balance," Warner said. "Jonny (Spring Grove catcher Jon Gross), he couldnt have called a better game."

Twin Valley scored single runs off Warner in the fifth and sixth innings, but both runners who scored reached on errors.

"I trust my defense," Warner said. "We're human, we make mistakes."

Warner, the team's starting shortstop, didn't get a lot of work on the mound this season for a team deep in pitchers.

"Brandon, that was a gutsy effort," Matt Spangler said. "He pitched his heart out and probably deserved the win."

Spring Grove was in striking distance to seize the victory until Twin Valley's Izzack Albright crushed a two-out grand slam in the top of the ninth inning. The ball cleared the right-field fence between the 320 and 350 signs.

Nick Spangler collected two of Spring Grove's four hits.

Spangler's teammate, Levi Krause, who finished 1-for-4, was robbed of a second hit by Twin Valley third baseman Matt McInaw, who made a diving stop of Krause's hard grounder down the line and threw out the Spring Grove standout at first.

Krause also made solid contact in the sixth inning with runners on first and second and one out.

"As soon as I hit it, I thought, 'sweet, someone is going to score,'" Krause said. "Then, I saw it (the ball) was right at the shortstop. (Twin Valley then turned an inning-ending double play). "This is my luck"

Spring Grove finished its breakthrough season with a 22-10 record. After a 10-5 record in the York-Adams regular season, it won 12 of its final 17 games.

"This (season) was incredible," Krause said. "I've never been with a closer group of guys. Making states was our goal, and we were in the winners' bracket final (Spring Grove bowed, 8-7, to Boyertown in that game on Friday)."

Biden to tout progress on executive actions to reduce gun violence

Biden (Fernando Vergara/AP)

Two months after the Senate failed to support the expansion of background checks for gun purchasers, Vice President Joe Biden is hosting an event at the White House Tuesday to show how the administration continued their efforts to reduce gun violence despite that failed vote.

Biden in a speech will discuss the administration?s progress on 21 out of 23 executive actions to reduce gun violence, which were produced by a gun violence task force led by Biden following the deadly Dec. 14 2012 shooting at Sandy Hook Elementary School in Newtown, Conn. The actions were issued by issued by President Barack Obama in January.

The actions taken include ending a ban on government research of gun violence, taking steps designed to increase reporting from states about potentially dangerous gun purchasers, and actions the White House believes enhance tracking of guns recovered in criminal investigations, according to a progress report on the actions to be released by the White House.

But the progress report will make clear that it is Congress whom the White House believes should take the next step to reduce gun violence.

?The Administration has more work to do to complete the remainder of the executive actions that the President announced in January" and work to continue "these important steps in the weeks and months ahead. But Congress must also act,? the progress report reads. ?Passing common-sense gun safety legislation, including expanding background checks and making gun trafficking a federal crime, remains the single most important step we could take to reduce gun violence.?

The administration in its report repeated a line often used during the Senate?s debate of expanded background checks: "A vast majority of the American people? support these steps.

?It is time for Congress to take action and get this done," the report reads.

A senior administration official said Monday that the actions ?are in no way a replacement for concrete legislative action."

An official confirmed that background checks would be part of the vice president?s speech Tuesday but declined to offer specifics.

Many stakeholders in the gun debate believed that the administration?s best chance to get Congress to pass gun reform measures died with the failed vote for expanded background checks in April-- when Newtown was fresh in the minds of the public and politicians and many interest groups were active in the debate over gun violence.

But the administration and Senate Democratic leaders were unable to wrangle support from key Democrats from guns rights states in addition to select Republicans.

?It came down to politics,? Obama said as he chastised Congress from the Rose Garden the night of the April 17 vote. ?They caved to the pressure.?

?All in all, this was a pretty shameful day in Washington,? Obama then said.

Since then, the White House has held few public events related to gun violence other than Biden?s recent event on mental illness.

Therefore, the public has seen little evidence of the public courtship the White House says it has continued with Congress.

When pressed about whether the administration is just as actively pursuing potential swing Senate Democrats on the issue of background checks with the same intensity as during the Senate?s spring gun debate, the White House has mostly declined to offer any specifics, other than to confirm that conversations are ongoing.

A senior administration official once again Monday declined to release details about these types of meetings, saying that the White House remains "engaged with members of Congress" on the issue.

The two executive actions where progress has not been made, according to the report, are confirming a director to head the Bureau of Alcohol, Tobacco, Firearms and Explosives (something up to Congress since the administration has already nominated Todd Jones, who has served as acting director), and hashing out mental health benefits with Health and Human Services.

(AP) ? Under the watchful eye of stern-faced American advisers, hundreds of U.S.-trained Jordanian commandos fanned across this dusty desert plain, holding war games that could eventually form the basis of an assault in Syria.

With the recent deployment of Patriot missiles near the Syrian border, and the mock Syrian accents of those playing the enemy, the message was clear: There is fear of spillover from the Syrian war in this U.S.-allied kingdom, and the potential for a Jordanian role in securing Syria's chemical weapons stockpiles should Bashar Assad's regime lose control.

Dubbed Eager Lion, the 12-day exercise involves combined land, air and sea maneuvers across the country. It brings together 8,000 personnel from 19 Arab and European nations to train on border security, irregular warfare, terrorism and counterinsurgency.

Marine Corps Lt. Col. Duke Shienle said Syria "is a concern that all our regional partners share."

The Syrian crisis is "causing all military in the region to increase intensity," he said as he supervised masked commandos in black uniforms from Jordan and two other Syria neighbors ? Iraq and Lebanon ? in a mock exercise to free a hijacked aircraft on an airstrip in the eastern Jordanian desert.

Nearby, U.S. military strategists taught Jordanian riot police to quickly contain a mock protest by angry mobs in a crowded refugee camp. The trainers refused to name the camp, but the trainees said it was "Zaatari," a reference to a refugee settlement straddling the border with Syria that shelters around 185,000 displaced Syrians.

"We want freedom! We want a free Syria!" the trainees shouted, speaking the Syrian dialect as they depicted Syrian refugees. Others looked on from under dusty tents pitched on a strip of desert outside a Jordanian army compound. The location of this exercise and others could not be disclosed in line with Jordanian army regulations.

Elsewhere, in the south, hundreds of masked Jordanian commandos in black uniforms used machine-guns, rocket propellers and tanks to overwhelm an enemy target as Jordanian helicopters and fighter jets ? all part of previous American donations ? buzzed the skies overhead.

"We want to tell anyone with malicious intentions toward Jordan that we can hit back where it hurts most painfully," said one Jordanian commando, speaking under scorching sun in the arid mountain region. He could not be named under army regulations and declined to say if the enemy he was fighting was Assad's army.

Other training focused on humanitarian relief and crisis management and involves 7,000 civilians from non-governmental organizations engaged in providing assistance to Syrian refugees, said Tawfiq Hennawi of the International Committee of the Red Cross, one of the participating NGOs.

Jordan hosts more than half a million Syrians who fled Assad's military onslaught and that number is expected to rise to 1.2 million by the end of the year.

"These exercises bolster our defense capabilities," said Jordanian army Maj. Gen. Awni Edwan, adding that the Eager Lion exercises, which end Thursday, are routine, having being held twice before at the same time.

"We don't intend to attack anybody," he said.

Jordan has been leery that Assad may eventually use his chemical weapons against his neighbors, or if his regime starts to collapse, his stockpile may fall into the hands of al-Qaida or other militants who are trying to rise to power in Syria.

There has been mounting speculation that should Assad's regime begin to lose control, Jordan will dispatch its highly-skilled, U.S.-trained and equipped commandos to secure Assad's chemical weapons and create a safe haven for Syrian refugees along the 230-mile (375-kilometer) border with Jordan, according to a Western diplomat who monitors Syria from his base in Jordan.

The purpose is to prevent a further influx of Syrian refugees into Jordan out of fear that Shiite militants from the Lebanese Hezbollah group or other Iranian agents may slip across the border to destabilize this key U.S. ally, said the diplomat, who spoke on condition of anonymity because identifying him might jeopardize his intelligence-gathering on Syria.

Jordan's predominantly Sunni Muslim population is traditionally a fiery critic of the growing influence of Iran and its rival Shiite sect.

Regional media reports this week suggesting that Hezbollah activists are deploying near the Jordanian border to help Assad regain control of southern Daraa province? which has been a lifeline for arms shipments to rebels seeking to topple him ? sent jitters across Jordan. Officials said that security was immediately beefed up, with more Jordanian soldiers deployed along the border with Syria.

In recent weeks, Assad's forces have appeared to be regaining control over areas seized by rebels, particularly the strategic town of Qusair.

Jordan also fears that Assad's sleeper cells, including Hezbollah, may already be in the country and would act if instructed by Iran or Syria, where an uprising that started in 2011 has descended into all-out civil war.

Eager Lion coincides with Washington deploying one or two Patriot batteries along the border with Syria and agreeing to keep a squadron of 12 to 24 F-16 fighter jets after the exercises ? a move Syria's regime and its Russian patron have expressed concern over.

Russian Foreign Minister Sergey Lavrov was quoted by Russia's Interfax news agency as saying that the deployment of the air-defense systems in Jordan in order to set up a no-fly zone over Syria would be a violation of international law.

The United States has said it has no plans for military intervention in Syria, although President Barack Obama has left the door open for any possibility.

"With this exercise being the biggest fire power show ever in Jordan, coupled with the deployment of Patriot air defense systems and U.S. fighter jets, it is clear that the ground is being set for military intervention in Syria," said Col. Khalil Rawahneh, a Jordanian military strategist who participated in at least 16 U.S. and British-sponsored maneuvers until he retired four years ago.

Why is it so hard to find great apps? - Talk Mobile

Between the iOS App Store, BlackBerry World, Google Play, and Windows Phone Store, there are more than 1.7 million apps available for smartphone and tablet users to choose from. The explosion in apps has been fueled by an explosion in users, who to date have downloaded well over 100 billion apps.

With so many apps to choose from, taking the virtual step into an app store presents a bewildering selection. Does it really matter how many apps a platform has in its store, or should we be worrying about which apps there are and how good they are?

How are we supposed to sort the good apps from the bad? Are reviews the answer, or can a managed store make a difference? Search might dig up something - if you know what you're looking for. Big name developers might offer some predictability, yet independent developers are often where you can find the innovation. Then again, big and small developers alike aren't immune from pumping out poor quality material.

So how do we sort through that to find the good apps, the best apps, the apps that really work for what you need?

Brazilians protest high cost of hosting World Cup

BRASILIA, Brazil (AP) ? At least 500 protesters complaining against the high cost of staging the World Cup rallied Saturday in front of the National Stadium in Brasilia just hours before Brazil played Japan in the opening match of the Confederations Cup.

Riot police were called up to keep demonstrators from getting too close to the stadium as thousands of fans arrived for the inaugural match in the nation's capital.

There was no confrontation, but a few tear gas bombs were thrown by the police to try to control the protesters as they moved near the venue.

Protesters carried banners saying that too much money was being spent on the Confederations Cup and next year's World Cup while the majority of the population continued to struggle.

"We are demanding more respect to the population," said 21-year-old Vinicius de Assis, one of the protesters. "They are building these overpriced stadiums and are not worrying about the situation of their own people."

The demonstrators also shouted against FIFA, saying that football's governing body doesn't have the right to make demands on the Brazilian government. "FIFA, go away," they chanted.

The protesters said they are being excluded from the tournaments because of the high prices of match tickets.

"This is a shame, this is our money that they used for these tournaments," said demonstrator Jaisson Peres. "Millions and millions spent and we don't get anything in return."

The local government said only about 200 demonstrators participated in the protest. It said in a statement that police used "progressive force" to keep the protest under control but said they would take action if needed to keep the demonstrators away from the stadium.

"Authorities will not allow any disturbance of public order or any threats against the match," the government said. "It's guaranteed that fans have complete access to the stadium."

The protest came two days after police clashed with demonstrators angered by hikes in bus and subway fares in Sao Paulo, Brazil's biggest city.

Protest organizers said more than 100 demonstrators were injured. Police would only say that 12 officers were hurt and that more than 230 people were detained and later released in the Thursday night demonstrations in Sao Paulo.

Similar protests were held Thursday in Rio de Janeiro, Brasilia and in Porte Alegre. The conflicts come just as the Confederations Cup football tournament opens and the nation prepares to host Pope Francis next month on his first international trip as pontiff.

Since the end of the 1964-85 military dictatorship, Brazil has witnessed few protests as violent as those in recent days. The focus of the protests is a 10-cent hike in public transport fares.

Protesters said that seemingly small increase released pent-up frustrations in a nation with a heavy tax burden yet woeful public education, health and transport systems.

Newspapers and TV images showed bloodied protesters and journalists with battered, swollen faces, a young couple being beaten by police and tear gas canisters and rubber bullets being fired into crowds. Protesters set fire to garbage bags piled in streets, broke windows and spray-painted graffiti on buildings and buses.

Justice Minister Jose Eduardo Cardozo criticized Sao Paulo police for using "extreme violence."

"Police can never act in the arbitrary and violent fashion," he told the Folha de S. Paulo newspaper.

Police Col. Reinaldo Simoes Rossi, responsible for the officers policing the protest in Sao Paulo, said force was used only after demonstrators had altered an agreed upon route they marched along, instead moving toward main avenues in an attempt to halt traffic. He also said protesters hurled stones and other objects at police.

"Brazilian police must avoid excessive use of force," Atila Roque, director of Amnesty International's Brazil office said in a statement. "The increasing level of violence amid these protests is deeply troubling."

"Any excessive use of force beyond that permitted by law must be dealt with decisively by bringing those responsible to justice," he added.

Sao Paulo state Governor Geraldo Alckmin and Sao Paulo Mayor Fernando Haddad have said alleged uses of excessive force by police will be investigated.

Haddad has called for talks with protesters but said he would not negotiate a reduction transport fares.

The Free Pass Movement that organized the protest in Sao Paulo said on its Facebook page that a new demonstration will be held Monday.

"They want to shut us up, separate us and weaken us. But we won't let them. No one can deny us the right to protest until transport fares drop," the movement said.

Officials: NSA programs broke plots

WASHINGTON (AP) ? Top U.S. intelligence officials said Saturday that information gleaned from two controversial data-collection programs run by the National Security Agency thwarted potential terrorist plots in the U.S. and more than 20 other countries ? and that gathered data is destroyed every five years.

Last year, fewer than 300 phone numbers were checked against the database of millions of U.S. phone records gathered daily by the NSA in one of the programs, the intelligence officials said in arguing that the programs are far less sweeping than their detractors allege.

No other new details about the plots or the countries involved were part of the newly declassified information released to Congress on Saturday and made public by the Senate Intelligence Committee. Intelligence officials said they are working to declassify the dozens of plots NSA chief Gen. Keith Alexander said were disrupted, to show Americans the value of the programs, but that they want to make sure they don't inadvertently reveal parts of the U.S. counterterrorism playbook in the process.

The release of information follows a bruising week for U.S. intelligence officials who testified on Capitol Hill, defending programs that were unknown to the public ? and some lawmakers ? until they were revealed by a series of media stories in The Guardian and The Washington Post newspapers, leaked by former NSA contractor Edward Snowden, who remains in hiding in Hong Kong.

The disclosures have sparked debate and legal action against the Obama administration by privacy activists who say the data collection goes far beyond what was intended when expanded counterterrorism measures were authorized by Congress after the terror attacks of Sept. 11, 2001.

Intelligence officials said Saturday that both NSA programs are reviewed every 90 days by the secret court authorized by the Foreign Intelligence Surveillance Act. Under the program, the records, showing things like time and length of call, can only be examined for suspected connections to terrorism, they said.

The officials offered more detail on how the phone records program helped the NSA stop a 2009 al-Qaida plot to blow up New York City subways. They say the program helped them track a co-conspirator of al-Qaida operative Najibullah Zazi ? though it's not clear why the FBI needed the NSA to investigate Zazi's phone records because the FBI would have had the authority to gather records of Zazi's phone calls after identifying him as a suspect, rather than relying on the sweeping collection program.

NSA leaker Snowden says he's not avoiding justice

HONG KONG (AP) ? The former CIA employee who leaked top-secret information about U.S. surveillance programs has said in a new interview in Hong Kong that he is not attempting to hide from justice there but is using the city as a base to reveal wrongdoing.

Edward Snowden dropped out of sight after checking out of a Hong Kong hotel on Monday. The South China Morning Post newspaper said Wednesday that it was able to locate and interview him.

It said Snowden, who has been both praised and condemned for releasing documents about U.S. telephone and Internet surveillance programs, said he was "neither a traitor nor hero. I'm an American."

Asked about his choice of Hong Kong, Snowden said "I am not here to hide from justice; I am here to reveal criminality."

Israeli PM warns of another Holocaust from Iran

WARSAW, Poland (AP) ? Israeli Prime Minister Benjamin Netanyahu began his two-day visit to Poland, which Germany's Nazis occupied during World War II and where they committed the worst crimes ever against the Jewish people, with a stern warning about a potential Holocaust from Iran.

Netanyahu said Wednesday the upcoming "so-called" Iranian presidential election will "change nothing" in the Islamic republic's quest for nuclear weapons and that the regime will continue to pursue a bomb aimed at destroying Israel. Iran insists its uranium enrichment program has only peaceful goals.

Iran's election overseers have approved a list of would-be hopefuls, most of them loyalists favored by both the theocracy and the military, and any future president will likely side with the supreme leadership's nuclear aspirations.

"This is a regime that is building nuclear weapons with the expressed purpose to annihilate Israel's 6 million Jews," Netanyahu said, alluding to the number of Jews killed by the Nazis during World War II. "We will not allow this to happen. We will never allow another Holocaust."

Israel considers Iran its greatest threat because of its support of Islamic militant groups, its arsenal of long-range missiles and primarily its advanced nuclear program.

Netanyahu's comments in Warsaw carried added significance since they came a day before he travels to the former Nazi death camp of Auschwitz in southern Poland, where he is to inaugurate a new pavilion meant to educate visitors about the Holocaust and the Nazi Germany's quest to exterminate the Jewish people.

Netanyahu, whose father was born in Warsaw, has an emotional connection to the Holocaust, although he has faced criticism for citing it frequently in the context of current events, notably regarding the potential nuclear threat from Iran. For years, Netanyahu has used his annual address on Israel's Holocaust remembrance day to caution about the danger of a nuclear Iran and vowing that "never again" will the Jews be powerless to defend themselves.

Speaking to reporters Wednesday, Netanyahu remained undeterred by the critics, insisting the intentions of the Iranians are just as murderous of those that existed in World War II.

"The comparison is intentional. Does Iran want to destroy the state of Israel, first and foremost its Jews? The answer is yes," he said in response to a question from The Associated Press. "Here is where the comparison diverges, since there was no state of Israel back then that could defend itself. The difference is not in the hatred of Jews and the will to destroy them. This is something that is pretty consistent in history and even modern history. The Holocaust didn't change this situation."

Netanyahu and a team of five ministers met with their Polish counterparts and discussed security in Israel's neighborhood, including the stalled peace talks with the Palestinians, the conflict in Syria and a series of bilateral issues such as Poland's possible purchase of Israeli armaments. Israel has been urging Poland, as a member of the European Union, to declare the Lebanese guerrilla group Hezbollah a terrorist organization.

Speaking alongside Polish Prime Minister Donald Tusk, Netanyahu contrasted the painful Jewish history of the past in Poland with the current strong relations between Poland and Israel.

"The histories of our peoples are intertwined over thousands of years, in great achievement and also in great tragedy," said Netanyahu. "We are both shaped by our past and we are both focusing together on shaping our future."

Tusk concurred, saying: "We speak a common language with Israel."

The Germans carried out the Holocaust to a large extent in occupied Poland, because it had Europe's largest Jewish population and it was at the heart of a railway network that allowed the Nazis to easily transport Jews there from elsewhere in Europe. Many Israeli leaders are children of Holocaust survivors, and Israel has the world's largest population of survivors.

In recent years, Poland has become one of the friendliest states to Israel.

Auschwitz remains the most vivid symbol of the cruelty of Nazi Germany's genocide of World War II. The world marks its International Holocaust Remembrance Day on Jan. 27, to coincide with the date of Auschwitz's liberation in 1945. The new exhibit Netanyahu will inaugurate will, for the first time, present Auschwitz in the larger context of the Nazis' systematic attempt to exterminate Europe's Jews.

More than 1 million Jews died in Auschwitz and the adjacent Birkenau death camp in gas chambers or from starvation, disease and forced labor. Auschwitz-Birkenau was the most notorious of a system of death camps that Nazi Germany built and operated in Poland.

"We will never forget the victims of the Holocaust, we will never forget the ultimate crime against humanity," Netanyahu said Wednesday. "And we will never forget our obligation to prevent this from ever happening again."

Google confirms acquisition of Waze

Waze for Android

One of the more persistent acquisition rumors as of late has come true: Google just confirmed that it bought Waze. As many expected, the deal will see Waze largely operate independently of its new parent while supplying Google Maps with traffic update features. The stand-alone Waze app, meanwhile, will receive some of Google's know-how in search. While the two sides haven't discussed the much ballyhooed (and reportedly $1 billion-plus) purchase price, we suspect it was just large enough to snub Facebook.

Master regulator in cancer metastasis discovered

June 10, 2013 ? The predominant cause of death in cancer patients is metastasis, the formation of secondary tumors in other organs like the brain, liver, and lungs. Cancer cells detach from the original primary tumor and reach a single cell or group of cells in another organ. The cells of the body normally remain in place through adhering to an extracellular substance. However, cancer cells learn how to release themselves from these bonds and invade surrounding tissues, blood, and the lymphatic system.

The transformation of sedentary, specialized cells into wandering, invasive, and unspecialized cells is called epithelial-mesenchymal transition (EMT), which is central to metastasis. EMT is a multistage process, which is accompanied by a fundamental change in cell morphology and number of genetic programs. The molecular processes that govern EMT, however, are still poorly understood.

Main Switch Found

The research groups of Prof. Gerhard Christofori of the Department of Biomedicine at the University of Basel; Prof. Erik van Nimwegen from the Biozentrum, University of Basel; and Prof. Dirk Schuebeler from the Friedrich Miescher Institute have discovered a master regulator of EMT and metastasis: the transcription factor Sox4 is upregulated in its activity and triggers the expression of a number of genes that play an important role during EMT and metastasis.

In particular, Sox4 promotes the expression of the enzyme Ezh2, a methyltransferase, which generally influences methylation of specific proteins (histones), the packaging of the genetic material, and thus its readability and gene expression. Due to this change in genetic information, the behavior and function of cells are reprogrammed -- a process that is currently observed during metastasis. Such a change in gene expression is also found in patients with malignant cancer and metastasis and correlates with a poor prognosis.

These findings point to the possibility that the inhibition of the transcription factor Sox4 and especially the methyltransferase Ezh2 could hinder metastasis in cancer patients. Appropriate medications are currently being developed but they need to undergo clinical trials before being used in patients. The research was implemented within the framework of the SystemsX.ch-RTD Project "Cell Plasticity."

Japan PM Abe unveils plan for tax cuts to boost capex

TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe said on Sunday the government would decide on tax cuts in autumn to encourage companies to boost capital expenditure as part of sweeping reforms to revive the economy from nearly two decades of stagnation.

The government will also work on legislation to scrap regulations hampering corporate research and investment and secure passage in parliament in autumn, he said.

"We'd like to decide on bold tax cuts for capital expenditure in autumn," Abe told public broadcaster NHK.

The measures will add to a series of steps the government unveiled in a draft of its growth strategy last week, such as setting up special economic zones to attract foreign business and raising incomes by 3 percent annually.

The growth strategy is the "Third Arrow" in Abe's prescription to reverse deflation, which also includes hyper-easy monetary policy and big government spending.

The first part of Abe's growth strategy, to be finalized on Friday, failed to impress markets that saw it as lacking specifics. That helped push down Japanese equities to two-month lows on Friday.

Abe said his government would lay out the second part of his growth strategy in autumn, to include the tax cuts, when parliament reconvenes after an upper house election on July 21.

"We will make that parliament session one in which we'll implement our growth strategies," he said.

On recent market turbulence and sharp falls in Tokyo share prices, Abe said he would not comment on day-to-day market moves, but stressed that his policy measures were already leading to improvements in output and job conditions.

The World's Smallest RC Helicopter Can Be Destroyed By a Fly Swatter

It was impressive enough when toymakers found a way to make remote control helicopters small and safe enough to fly around indoors. But their miniaturization efforts continue on as toymaker Silverlit introduces the Nano-Falcon, an RC chopper so tiny that Guinness has officially granted it the world record for smallest IR-controlled helicopter.

Health Canada recalling novelty sets containing small, powerful magnets

Sheryl Ubelacker, The Canadian Press
Published Wednesday, May 22, 2013 2:01PM EDT

TORONTO -- Health Canada has issued a recall for a number of adult novelty products containing small, powerful magnets that can be swallowed or inhaled by children.

BuckyBalls novelty sets contain a number of rare earth element magnets many times more powerful than traditional magnets.

Some children have needed emergency surgery to remove swallowed magnets that can attract one another while moving through the intestines.

The magnets can trap intestinal tissue between them and cause life-threatening blockages or tearing.

Distributors of BuckyBalls are voluntarily recalling the products after a Health Canada risk assessment found they pose a danger to human health and safety.

The federal department says consumers should stop using the magnet sets and contact their municipality for instructions on safe disposal or recycling.

"Canadians expect that products they find on store shelves will be safe," Health Minister Leona Aglukkaq said in a statement Wednesday. "It's clear that some products containing small, powerful magnets pose a danger to children so we are taking action to have them removed from the marketplace."

The adult entertainment products typically involve puzzle working, sculpture building, mental stimulation or stress relief.

Small, speedy plant-eater extends knowledge of dinosaur ecosystems

May 22, 2013 ? Dinosaurs are often thought of as large, fierce animals, but new research highlights a previously overlooked diversity of small dinosaurs. In the Journal of Vertebrate Paleontology, a team of paleontologists from the University of Toronto, Royal Ontario Museum, Cleveland Museum of Natural History and University of Calgary have described a new dinosaur, the smallest plant-eating dinosaur species known from Canada. Albertadromeus syntarsus was identified from a partial hind leg, and other skeletal elements, that indicate it was a speedy runner. Approximately 1.6 m (5 ft) long, it weighed about 16 kg (30 lbs), comparable to a large turkey.

Albertadromeus lived in what is now southern Alberta in the Late Cretaceous, about 77 million years ago. Albertadromeus syntarsus means "Alberta runner with fused foot bones." Unlike its much larger ornithopod cousins, the duckbilled dinosaurs, its two fused lower leg bones would have made it a fast, agile two-legged runner. This animal is the smallest known plant-eating dinosaur in its ecosystem, and researchers hypothesize that it used its speed to avoid predation by the many species of meat-eating dinosaurs that lived at the same time.

Albertadromeus was discovered in 2009 by study co-author David Evans of the Royal Ontario Museum as part an on-going collaboration with Michael Ryan of the Cleveland Museum of Natural History to investigate the evolution of dinosaurs in the Late Cretaceous of North America. The known dinosaur diversity of this time period is dominated by large bodied plant-eating dinosaurs.

Why are so few small-bodied dinosaurs known from North America some 77 million years ago? Smaller animals are less likely to be preserved than larger ones, because their bones are more delicate and are often destroyed before being fossilized. "We know from our previous research that there are preservational biases against the bones of these small dinosaurs," said Caleb Brown of the University of Toronto, lead author of the study. "We are now starting to uncover this hidden diversity, and although skeletons of these small ornithopods are both rare and fragmentary, our study shows that these dinosaurs were more abundant in their ecosystems than previously thought."

The reason for our relatively poor understanding of these small dinosaurs is a combination of the taphonomic processes (those related to decay and preservation) described above, and biases in the way that material has been collected. Small skeletons are more prone to destruction by carnivores, scavengers and weathering processes, so fewer small animals are available to become fossils and smaller animals are often more difficult to find and identify than those of larger animals.

"Albertadromeus may have been close to the bottom of the dinosaur food chain but without dinosaurs like it you'd not have giants like T. rex," said Michael Ryan. "Our understanding of the structure of dinosaur ecosystems is dependent on the fossils that have been preserved. Fragmentary, but important, specimens like that of Albertadromeus suggest that we are only beginning to understand the shape of dinosaur diversity and the structure of their communities."

"You can imagine such small dinosaurs filling the niche of animals such as rabbits and being major, but relatively inconspicuous, members of their ecological community" said Anthony Russell of the University of Calgary.

Kerry: US, allies, ready to step up aid rebels

AMMAN, Jordan (AP) ? The U.S. and several key allies sought Wednesday a strategy to end Syria's civil war, their united efforts unable at the moment to stem the Assad regime's military gains and Washington still unwilling to join those providing the rebels with lethal military aid.

U.S. Secretary of State John Kerry allowed that President Barack Obama won't send American troops to Syria. But he made clear that more aid to the rebels would be coming if the regime refuses to cooperate with an international effort ? to be put together in June in Geneva ? to form a transitional government.

"In the event that we can't find that way forward, in the event that the Assad regime is unwilling to negotiate Geneva in good faith, we will also talk about our continued support, growing support for opposition in order to permit them to continue to fight for the freedom of their country," Kerry said.

Obama "has also made it clear that he intends to support the broad-based opposition, and he has taken no options off the table with respect to how that support may be provided, or what kind of support that might be," he told a news conference with Jordanian Foreign Minister Nasser Judeh before a meeting between Kerry and the foreign ministers of 10 close American partners.

Wednesday's meeting comes after several weeks of military gains by the Assad regime, including the reopening of a key southern highway to Jordan and a push into a strategic rebel-held western town over the weekend.

Such successes will likely harden Assad's position in any peace talks. The Syrian leader has said that he will not step down as a result of transition talks, and that Syria's political future must be determined in elections.

Kerry and the other top diplomats met behind closed doors for more than two hours Wednesday evening in Amman to discuss how to change the momentum.

A Jordanian-based Western diplomat, who insisted on anonymity because he is not authorized to speak publicly on the matter, said the Assad regime was proving more resilient than expected. He said his government was concluding the rebels might not be able to defeat it without greater and more direct assistance.

Some of that new resilience in the Syrian regime comes from help from Iran and the militant Hezbollah movement.

Kerry warned those regime allies to stop providing assistance to Assad, saying such activity "perpetuates the regime's campaign of terror against its own people."

"We have to hope that Bashar Assad and his regime will understand the meaning of that and the Iranians and others will understand the meaning of that," Kerry said. "The president will keep those options available to him short of American forces on ground."

To that end, an administration official in Washington said the White House would soon notify Congress about an expanded package of non-lethal assistance to the Syrian rebels.

Details of the aid package are still being finalized, according to the official, who was not authorized to discuss the expanded aid publicly and insisted on anonymity.

But the package is likely to include armored vehicles and communications gear, two U.S. officials said. It is not expected to include night vision goggles or body armor, underscoring the cautious approach the U.S. has taken regarding military-style assistance to the opposition.

As Kerry and his counterparts arrived at the meeting venue in Amman, about 250 pro-Assad demonstrators blocked the main entrance.

The protesters, a mix of Jordanians and Syrians, chanted "Death to America," and, "Go home, Kerry we don't want you here."

A key battle has been waged since Sunday over control of the western town of Qusair, which had been in rebel hands for more than a year. Qusair is located along a land corridor that links two Assad strongholds, the capital Damascus and the heartland of Assad's Alawite sect along the Mediterranean coast.

Syrian troops backed by fighters from Lebanon's Shiite Muslim Hezbollah militia have pushed into Qusair since the start of the offensive. Underlining its importance, Syria's main opposition alliance, the Syrian National Coalition, on Wednesday urged rebel fighters from across Syria to converge on the town to help defend it.

Opposition fighters in Qusair were holding out Wednesday, but appeared to be under increasing strain as government tanks and artillery pounded the town and warplanes bombed it from the sky.

The battle for Qusair has also raised Hezbollah's profile in Syria's civil war. The Lebanese militia, one of Assad's staunchest allies, initially tried to play down its involvement to avoid political backlash at home, but could no longer do so after dozens of its fighters were killed in Qusair this week, followed by funerals drawing large crowds in Lebanon.

Most of Lebanon's Sunni Muslims back the Syria's predominantly Sunni opposition, while Shiites support the Assad regime, which is dominated by members of his minority Alawite sect, an off-shoot of Shiite Islam.

The battle in Qusair, six miles from the Lebanese border, was accompanied by new sectarian clashes in Lebanon's northern port city of Tripoli. Supporters and opponents of Assad have traded gunfire every day since Sunday, leaving 10 people dead and more than 100 wounded, Lebanese security officials said.

At the news conference, Kerry and Judeh both stressed that the goal is to get the Syrian government and opposition into political transition talks that could begin as early as next month in Geneva.

Without that, violence will continue and the death toll from the conflict will continue to rise, he said.

"Let's assume there is no Geneva 2," Kerry said. "Let's assume we don't come together as community of nations to try to find a peaceful process."

"What will happen? What will happen is an absolute guarantee that violence will continue and the world will be standing on the sidelines doing nothing constructive to try to end that violence. That's unacceptable," he said.

The comments came a day after a Senate panel voted to provide weapons to the rebels, the first time American lawmakers have endorsed the aggressive U.S. military step of arming the opposition.

With a degree of trepidation, the Foreign Relations Committee voted 15-3 for a bill that would provide lethal assistance and military training to vetted rebel groups, and would slap sanctions on anyone ??" such as Iran or Russia ??" who sells oil or transfers arms to the Assad regime. The measure would also establish a $250 million fund to aid in the transition if and when Assad falls.
